Head of Civil Service Commends MoGCSP Chief Director for Exemplary Leadership

The Head of the Civil Service, Dr. Evans Aggrey-Darkoh, has lauded the Chief Director of the Ministry of Gender, Children and Social Protection (MoGCSP), Dr. Afisah Zakariah, for her outstanding leadership, dedication, and commitment to excellence.

Dr. Aggrey-Darkoh made the remarks during the Ministry’s annual performance evaluation session. As part of established governance procedures, Chief Directors sign Performance Agreements with the Head of Civil Service—endorsed by their respective sector Ministers—and are assessed at both mid-year and end-of-year intervals.

He described the Ministry as focused and well-coordinated, attributing its strong administrative systems and programme outcomes to Dr. Zakariah’s meticulous and disciplined leadership style.
According to him, the Ministry’s performance reflects sound management practices and a results-driven approach.
The Head of Civil Service particularly highlighted the effective implementation of the Livelihood Empowerment Against Poverty (LEAP) Programme, describing it as a critical social safety net for vulnerable households.

He noted that the programme’s sustained credibility is underpinned by robust oversight mechanisms and prudent resource management.
Dr. Aggrey-Darkoh also commended the Ministry’s strides in child protection, especially ongoing efforts to combat child marriage and human trafficking. He further acknowledged the development of the National Parenting Strategy, aimed at strengthening family systems and promoting responsible parenting nationwide.

Additionally, he praised the establishment of the Child Care Nursery Centre at the Ministry, describing it as an innovative intervention that supports working parents while promoting work-life balance within the Civil Service.
While recognizing these achievements, Dr. Aggrey-Darkoh underscored the importance of maintaining financial discipline, enhancing transparency, and accelerating digitalization to improve efficiency across the Civil Service.

He concluded by describing Dr. Zakariah as a hardworking and detail-oriented leader whose commitment continues to advance social protection, child welfare, and gender equality in Ghana.
