Interior Ministry Begins Enforcement of Armoured Bullion Vehicle Regulations

The Ministry of the Interior has commenced nationwide enforcement of newly introduced Guidelines and Standards for the importation, retrofitting, usage and decommissioning of armoured bullion vehicles.

 

This follows a sensitisation and training programme for officers of the Ghana Police Service held at the Police Headquarters in Accra, with support from the Bank of Ghana. The training marks the shift from policy development to active enforcement after the expiration of a 45-day compliance period in January 2026 for operators to regularise their fleets.

The guidelines, launched on December 4, 2025 by the Minister for the Interior, Hon. Muntaka Mohammed-Mubarak, outline requirements for vehicle certification, operational safety, crew training, tracking systems, inspections and decommissioning.

Speaking at the programme, Deputy Minister for the Interior, Hon. Ebenezer Okletey Terlabi, commended the Police Service and referenced a series of armed attacks on cash-in-transit operations between 2021 and 2023 that resulted in deaths and significant cash losses.

He stressed the importance of armoured vehicles in protecting Ghana’s financial system, including the transportation of cash, bullion and other high-value items, noting that the Police Service is responsible for verifying compliance and identifying non-compliant operators.

“The Police Service must remain professional, vigilant and resolute in enforcing these standards to prevent security breaches and loss of life,” he said.

Director-General of the Private Security Organisations Department, COP Dr. Daniel Kwame Afriyie, described the training as a key step to strengthening national security and improving monitoring within the cash-in-transit sector.

He urged officers to verify the certification of armoured bullion vehicles encountered during operations and to report any illegal or non-compliant vehicles.

The programme forms part of a broader implementation roadmap that includes further capacity-building initiatives and enhanced inter-agency collaboration.
