24-Hour Economy Authority, NPA Sign MoU to Drive Ghana’s Economic Transformation

Accra, March 31, 2026 — The 24-Hour Economy Authority and the National Petroleum Authority (NPA) have signed a Memorandum of Understanding (MoU) to coordinate the expansion of round-the-clock operations across Ghana’s downstream petroleum sector.

The agreement establishes a comprehensive framework to ensure operational readiness, strengthen security coordination, and deepen institutional collaboration in support of the government’s economic transformation agenda.

Under the MoU, the NPA will develop and enforce 24-hour operational standards covering key areas such as lighting, security, staffing protocols, digital fuel monitoring, and fire safety. These measures will apply across fuel stations, refineries, bulk storage depots, and bulk road vehicle operations.

The 24-Hour Economy Authority will, in turn, facilitate the enabling environment by coordinating security deployments and providing cross-government support for certified operators.

The partnership is expected to align the downstream petroleum sector with the broader 24-hour economy programme, which focuses on boosting agro-processing, expanding manufacturing, and strengthening logistics corridors nationwide. A reliable, continuous fuel supply is seen as critical to sustaining these sectors.

Implementation of the agreement will begin with the establishment of technical sub-committees tasked with preparing the sector for a smooth transition to 24-hour operations.

Key stakeholders involved in the initiative include the Ghana National Tanker Drivers Union, Tanker Owners Union, refineries, the Ghana Police Service, National Security Secretariat, the Ghana Ports and Harbours Authority, Ghana Petroleum Mooring Systems, the Ghana Revenue Authority, and private sector investors.

Presidential Adviser on the 24-Hour Economy and Accelerated Export Development Programme, Augustus Goosie Tanoh, emphasised that the initiative goes beyond extending operating hours.

“The programme is not only asking operators to stay open longer. We are building the enterprises and industrial capacity that will create growing demand for these services. To the factory owner in Tema, the trader in Tamale, and the transport operator along the Accra-Kumasi corridor, the message is simple: if you are ready to grow, we are building the system to support you,” he said.

Chief Executive of the NPA, Godwin Kudzo Tameklo, noted that the agreement aligns the Authority’s regulatory mandate with the national development agenda.

“We will ensure that the standards for 24-hour operations are clear, enforceable, and designed to protect workers, consumers, and critical infrastructure,” he stated.
