
Tanzanian Defence College Delegation Visits Ministry to Study Ghana’s Decentralisation System

Accra, April 24, 2026 — A 22-member delegation from the Tanzania National Defence College, led by its Commandant, Major General Wilbert Augustin Ibuge, has paid a study visit to Ghana’s Ministry of Local Government, Chieftaincy and Religious Affairs as part of an academic tour of the country.

Welcoming the delegation on behalf of the Minister, Chief Director Alhaji Amin Abdul-Rahaman emphasised the value of such exchanges in strengthening intergovernmental cooperation and promoting institutional learning across the African continent.
The visit featured a detailed presentation on Ghana’s decentralisation framework and local governance system, delivered by the Director for Local Government and Decentralisation, Mr Seth Passah. He outlined the Ministry’s mandate, core functions, and key policy initiatives aimed at deepening decentralisation, strengthening local governance institutions, and enhancing service delivery at the sub-national level.

The presentation also provided an overview of Ghana’s governance structure, highlighting the roles of the Executive, Legislature, and Judiciary, as well as the functional relationship between central government and the Metropolitan, Municipal and District Assemblies (MMDAs). Particular attention was given to the constitutional and legal foundations of decentralisation, including provisions under the 1992 Constitution of Ghana, notably Article 240.

In his remarks, Major General Ibuge expressed appreciation for the warm reception and the opportunity to engage with officials of the Ministry. He noted that the briefing had significantly enriched the delegation’s understanding of governance and decentralisation, describing the presentation as insightful and highly beneficial to their academic and professional development.
