MoGCSP Inaugurates Technical Working Group to Develop New National Action Plan Against Human Trafficking

The Human Trafficking Secretariat of the Ministry of Gender, Children and Social Protection (MoGCSP) has inaugurated and sworn in members of a Technical Working Group tasked with reviewing and developing a new National Plan of Action (NPA) aimed at eliminating human trafficking in Ghana.
The inauguration and swearing-in ceremony, held on Wednesday, May 20, 2026, forms part of efforts to review the current National Plan of Action (2022–2026) and develop a new framework for the 2027–2031 period.
The Technical Working Group is expected to provide technical guidance for the review process and support the formulation of a more responsive and comprehensive national strategy to address emerging trends and challenges related to human trafficking.

Speaking at the event, the Minister for Gender, Children and Social Protection and Chairperson of the Technical Working Group, Agnes Naa Momo Lartey, described human trafficking as a persistent challenge that requires stronger collaboration and coordinated interventions to protect vulnerable groups from exploitation.
According to her, the current National Plan of Action has served as a strategic roadmap for implementing programmes and activities guided by the 4Ps framework — Prevention, Protection, Prosecution and Partnership — across national, regional and district levels.
Hon. Dr. Agnes Naa Momo Lartey urged members of the Technical Working Group to ensure that prevention interventions within the new NPA incorporate a cross-sector communication strategy supported by clear information, education and communication materials.
“We must ensure that it is disability-friendly and child-friendly. It must also contain objectives that enhance knowledge, improve community sensitisation and strengthen awareness-raising campaigns,” she stated.
The Minister further expressed confidence that the new National Plan of Action would strengthen collaboration among law enforcement agencies, the Judicial Service, social workers and other stakeholders involved in combating human trafficking.
The Chief Director of MoGCSP, who serves as Co-Chairperson of the Technical Working Group, also stressed the importance of stronger collaboration, commitment and coordinated national efforts in addressing human trafficking.
She noted that the new action plan would serve as a strategic framework to strengthen prevention, protection, prosecution and partnership mechanisms in the country’s fight against human trafficking.
Head of the Human Trafficking Secretariat, Abena Annobea, commended UNICEF, development partners and stakeholders for their continued support towards Ghana’s anti-human trafficking efforts.
The Technical Working Group has been mandated to assess existing interventions under the current NPA and develop an inclusive and effective national action plan that reflects present-day realities while promoting the protection and welfare of victims, particularly women and children.
Members of the group pledged their commitment to supporting the Ministry in developing a practical and responsive framework to advance Ghana’s efforts to eliminate human trafficking.
