Ghana Reaffirms Ambition to Become Africa’s Leading Cement and Sustainable Construction Hub

Accra, Ghana – June 16, 2026 – The Government of Ghana has reaffirmed its commitment to positioning the country as Africa’s leading hub for cement production, sustainable construction materials, and industrial investment.
The pledge was made by the Minister for Trade, Agribusiness and Industry, Hon. Lawyer Elizabeth Ofosu-Adjare, during the official opening of the INTERCEM Africa 2026 Conference in Accra. Delivering a speech on behalf of President John Dramani Mahama, the Minister highlighted Ghana’s strategic role in Africa’s rapidly expanding cement industry.
She noted that Ghana currently hosts 15 cement producers with an installed annual production capacity exceeding 10 million metric tonnes, placing the country among the continent’s key players in cement manufacturing.

Hon. Ofosu-Adjare called for stronger collaboration among governments, investors, and industry stakeholders to tackle clinker supply challenges, expand regional production capacity, and build a more resilient cement value chain across Africa.
The Minister also underscored the government’s commitment to sustainable industrialisation through the adoption of Limestone Calcined Clay Cement (LC3) technology. She explained that the innovation significantly lowers carbon emissions while making use of locally available raw materials, supporting Ghana’s transition to greener construction practices.
She further disclosed that the government is implementing reforms and engaging development finance institutions to attract greater investment into the industrial sector. According to her, efforts are also underway to improve the competitiveness of local manufacturers through enhanced regulatory, trade, and energy policies.
Hon. Ofosu-Adjare urged participants to translate discussions at the conference into concrete partnerships and investment agreements that will drive industrial growth and value addition across the continent. She reaffirmed the government’s unwavering support for the cement industry, describing it as a critical pillar of Ghana’s industrial transformation agenda.
The INTERCEM Africa 2026 Conference attracted more than 100 companies from 37 countries, bringing together industry leaders, investors, researchers, logistics providers, and sustainability experts. The event further strengthened Ghana’s growing reputation as a preferred destination for investment in Africa’s construction and manufacturing sectors.
