Finance Ministry Releases GH¢350 Million for Flood Relief and Mitigation

The Ministry of Finance has released GH¢350 million from the Contingency Fund to the National Disaster Management Committee to finance emergency flood relief operations and critical flood mitigation measures following the recent flooding that affected parts of the country.

The disbursement follows a directive by President John Dramani Mahama to the Minister for Finance, Dr. Cassiel Ato Forson, to mobilise resources from the Contingency Fund to support immediate relief efforts and strengthen flood resilience nationwide.

In accordance with Article 177 of the 1992 Constitution, the Finance Minister first obtained parliamentary approval through the Finance Committee before authorising the withdrawal from the Contingency Fund.

Following Parliament’s approval, Dr. Forson directed the Controller and Accountant-General to release the funds and transfer them to the National Disaster Management Committee to facilitate the implementation of the National Emergency Flood Response Programme.

Acting on the directive, the Controller and Accountant-General established a dedicated National Disaster Management Committee account at the Bank of Ghana and successfully transferred the full GH¢350 million into the account.

Of the total allocation, GH¢200 million has been earmarked for emergency relief operations to support flood victims and affected communities, while GH¢150 million will finance flood mitigation interventions aimed at reducing the frequency and impact of future flooding.

The release of the funds fulfils President Mahama’s directive for an immediate and coordinated government response to the flood emergency, ensuring timely assistance to affected communities while advancing long-term measures to strengthen the country’s resilience against flooding.
